Children and Young People in Care

This page is about assessing infants, children, and adolescents in out-of-home care.
 

About children and young people in care

  • Out-of-home care describes the care of children and young people aged < 18 years, who are unable to live with their family (usually due to abuse or neglect) and are placed with carers on a short-term or long-term basis.
  • Some types of out-of-home care include:
    • kinship care – placement is with the child or young person's extended family, friends, or from their existing social network.
    • foster care, or other home-based placement options – occurs within a carer's home environment.
    • residential care – 24 hour care provided for a small number of children and young people by paid staff on a roster basis.
  • Children and young people in out-of-home care have poorer health outcomes than their peers due to their history of abuse, neglect and trauma.
  • Aboriginal and Torres Strait Islander children and young people are over-represented in the out-of-home care population. 
  • The National Clinical Assessment Framework for Children and Young People in Out-of-Home Care1 recommends that all children and young people in out-of-home care have a preliminary health check within 30 days of entering care, and a comprehensive health and developmental assessment completed within 3 months.
